City Transitions to Provincial and Federal Single-use and Plastics Regulations

Provincial and federal single-use and plastics regulations began December 20, 2023. These regulations align with, and extend beyond, the City of Vancouver’s single-use item by-laws.

To avoid overlap and simplify compliance for businesses and non-profits, the City will no longer regulate single-use items. The provincial and federal governments will now regulate single-use items.

We are removing our single-use item by-laws in two phases:

  • April 9, 2024: Plastic shopping bags, foam containers, plastic straws, and utensils
  • July 15, 2024: Paper and reusable shopping bags

PROVINCIAL REGULATIONS – WHAT YOU NEED TO KNOW

Through the Single-Use and Plastic Waste Prevention Regulation, B.C. is phasing out certain single-use and plastic items (including compostable and degradable plastics) in stages:

  • December 20, 2023: Restrictions on food service accessories (e.g. utensils, condiments).
  • July 15, 2024: Restrictions on plastic shopping bags, food service ware (e.g. disposable take-out containers), food packaging and oxo-degradable plastics. Minimum fees on paper and new reusable shopping bags. Minimum 40% recycled content in paper shopping bags.
  • July 1, 2028: Restrictions on PVC film wrap.
  • July 1, 2030: Restrictions on polystyrene foam meat trays.

FEDERAL REGULATIONS – WHAT YOU NEED TO KNOW

The Government of Canada enacted the Single-use Plastic Prohibition Regulations to ban the sale and distribution of these single-use plastic items:

  • As of December 20, 2023: Shopping bags, cutlery, straws, stir sticks and take-out containers made from specific ‘problematic’ plastics 
  • As of June 20, 2024: Ring carriers and flexible plastic straws attached to beverage containers

WHAT’S CHANGED FOR VANCOUVER BUSINESSES AND NON-PROFITS

By complying with the City’s single-use by-laws for foam containers, straws, utensils, and shopping bags, your business is already meeting many of the requirements in the new provincial and federal regulations. However, there are some changes you must make to comply with the new provincial and federal regulations.

THE NEED FOR PROVINCIAL AND FEDERAL REGULATIONS 

Transitioning to the provincial and federal regulations is a significant achievement for the City. We have led the development of comprehensive single-use regulations in Canada. Recognizing we can’t solve the problem of single-use waste and plastic pollution on our own, Council and staff have advocated for these provincial and federal regulations.

Council and staff will continue to work with the provincial and federal governments to coordinate action and reduce single-use items across B.C. and Canada.

Important: COVID-19 Temporary Closure of Indoor Restaurants – Midnight March 29 to April 19, 2021

Provincial Health Minister Dr. Bonnie Henry announced today that indoor dining at all restaurants/cafes etc. would be ‘paused’ from midnight tonight until Monday, April 19. The impetus for this action is a rise in virus infections and its impact on the health care system.

Outdoor patios and restaurant takeout should not be affected by the new rules. Please go to the website for details.
